STATE CREDIT AND THE INVESTMENT IN THE AGRICULTURE AND CATTLE BREEDING SECTOR: AN ANALYSIS OF THE NATIONAL PROGRAM OF RURAL DEVELOPMENT (PNDR)

Summary

The purpose of this paper has been to analyze the National Program of Rural Development (PNDR) carried out in the 1989-92 period with resources provided by the World Bank for investments on the agriculture and cattle breeding sector. This official program was executed on the basis of a selection of clients and projects in market. In the period in which it was implemented the level of resources for investment in this sector had been of the lowest of the last two decades. As a fundamental result, the predominance of the official banks in the allocation of resources is clear, as well as the privilege for the Center-west regions. Meanwhile, there is a predominance of the allocation in "soil construction" aiming at overcoming natural deficiencies of Central Brazil regarding the agricultural and cattle breeding activities. In addition, a larger presence of the great borrowers is noticed due to the demand for both capital and technical knowledge originated in the challenges of the national production face the soil-climatic conditions. Concerning subsidies, they were present when the criterion of correction of the debit balance was based on the variation of the National Treasury Bonds. All in all, the PNDR was one of the sources of the official rural credit whose implementation was based on a selection by the institutions that passed it on, i.e., without criteria or priorities pre-fixed by the government officers.
