COMPETITIVENESS AND PRODUCTIVITY OF COTTON GINNING
AND SPINNING MILLS IN SOUTH-SOUTHEASTERN BRAZIL

SUMMARY

The study aims to analyses the cotton ginning and spinning mills, segments that, although directly interacting in the cotton textile production, have been carring out distict movements in the adjustment of the Brazilian textile complex to the economic changes of the 90’s. This differentiated behavior, despite the common technical determinations seen in a holistic picture of textiles production, results from the downstream specific relationships established by each segment with the others and the textile complex upstream. These particular relationships, by their turn, derive from the historical processes occurred both in the implantation and in the development of the respective productive structures. The study shows, in a joint picture of cotton ginning and spinning mills, that although they constitute agro-industries acting in the same complex, there is a remarkable difference between their dynamics. Where as the spinning mills are now operating with enormous idleness, the spinning mills have been quiclky modernized with the growth of the rotor spinneries replacing conventional ones. On the other hand, both segments are characterized by high heterogeneity, with very distinct performances among the companies of each one of them. The public policies concerning the financing of the modernization and the foreign trade relations, in particular, have helped to increase the distance to the reality of the opening of the Brazilian market, which was not only unfavorable for most of the spinning mills - and the cotton culture - but also protectionist for the other segments of the textile industry.

Key-words: cotton culture, ginning mills, spinning mills, textile industry.
