CLIMATIC ADVERSITIES: CROPS LOSSES ESTIMATIVES IN THE STATE OF SÃO PAULO, BRAZIL, AND GOVERNMENTAL RESPONSES
Summary
An attempt was made to measure the yield and the production losses due to climatic adversities for important crops in the State of São Paulo, Brazil, during the period 1958-87. It was also tried to explain these losses through the climate changes and the crops water requirements changes in the long run. A brief investigation of governmental interventions induced by such climatic adversities was also carried out. Crops yields were postulated as functions of monthly hydric deficiencies, precipitations and temperatures; in the case of coffee, orange and sugar-cane, frost was also considered. Multiple linear regression models were applied to generate the potential yields necessary to estimate losses. A nonparametric statistical test (Wilcoxon) was utilized to identify changes in climate and in estimated yield losses. The results showed that hydric deficiencies provoked losses of one third and a half of the potential yields of corn and rice respectively. Frost and hydric deficiencies cut down coffee yield sharply. Climatic adversities affected all the crops considered in some years. The results also suggested that crops water requirements and climatic adversities increased along the time. Concerning governmental actions in response to climatic adversities, great increases in rural credit after the severe frost of 1975, and in food imports after the drought of 1985 were observed.
